Columbus, OH – Arshot Investment Corp. plans to transform the old Cooper Stadium into a half-mile racetrack that would host up to 20 races a year, as well as an automotive-research and technology center, a hotel and restaurants. Supporters and opponents of the track in Franklinton made their case last night at a Columbus City Council zoning hearing. Jim Letizia has details.
