Appeals Court Issues Stay In Provisional Ballots Case

The 6th U.S. Circuit Court of Appeals in Cincinnati has temporarily halted an attempt by voter advocates to expand the conditions under which provisional ballots are counted.

The court stayed a lower court ruling that provisional ballots cast in the wrong location must be counted. The stay was requested by Republican Secretary of State Jon Husted, who said the move could create chaos because of new training requirements for poll workers.
