The Franklin County Court of Appeals for a third time has rejected a county judge's granting of judicial release to former county development director Dan Nichter, who was convicted of identify fraud. The court has ordered the judge to hold another hearing on the ruling. Nichter, also a former Hilliard City Council member, was sentenced in 2012 after pleading guilty to identity fraud in a mortgage-fraud case. He was released in late 2013.
