The Franklin County Board of Elections has blocked an attempt to place a repeal of the Westerville school district's 2009 levy on the November ballot.
The board says the repeal did not qualify because the levy was a renewal that did not generate additional revenue. A group called The 1851 Center for Constitutional Law spearheaded the issue, relying on a rarely used state law that subjects to repeal school issues that increase a tax rate. The group says it will appeal to the Ohio Supreme Court.
