The former business administrator of a southwest Ohio center for developmentally disabled adults has pleaded guilty in the theft of more than $400,000 from the facility. Montgomery County's prosecutor says 46-year-old Douglas Carter of Gahanna pleaded guilty to 15 felony counts, including aggravated theft, forgery and money laundering. Carter worked with the state-operated Montgomery Developmental Center in Huber Heights from August 2009 until March 2012. Authorities say he took Social Security, disability and pension money from an account for patients and used that funding for personal expenses. The facility serves adults from seven counties in the area. Carter is scheduled to be sentenced May 9.
