Columbus Police say they've arrested a 16-year-old boy in the fatal shooting of a 14-year-old girl in Franklinton. Investigators say the shooting happened just before midnight Monday. Authorities say Amanda Kirwin was standing with friends when she was struck by a bullet fired from across the street. She died later at a hospital. Police say they don't believe 16-year-old Donald Loper was aiming at Kirwin when the shot was fired. He's been charged with a delinquency count of murder. Friends and family gathered for a memorial outside Kirwin's house last night.
