Columbus City Council is adding 4.5 million dollars in spending to Mayor Michael Coleman's proposed 766 million dollar municipal budget for 2013.2.8 million will be spent on small business loans and development. The rest will go for public health and human services programs. Council will hold a public hearing on its proposed budget amendments tonight. Council has already approved adding 3 million more dollars to the city's rainy day fund.
