New York State Police say a whitewater rafting guide was drunk when a Columbus woman fell out of his raft and drowned during an outing on a river in the Adirondacks Thursday morning.Police say 53-year-old Tamara Black was rafting with 53-year-old Richard Clar of Columbus on the Indian River when their craft hit some rapids. 37-year-old Rory Fay, a licensed guide employed by the Hudson River Rafting Company, is being held on 50-thousand dollars bond. He is charged with criminally negligent homicide.
