Attorneys for an Ohio death-row inmate scheduled for execution next month declined to seek clemency from the state parole board on Thursday. Defense attorney David Stebbins says Donald Palmer asked him not to argue for clemency and to not comment on why he made the decision. The board may still recommend clemency to Governor John Kasich, but Stebbins expects the execution to proceed. Palmer is convicted of shooting and killing two men along a Belmont County road in 1989.
