Consultant Blames Ex-UC Police Chief For Circumstances Leading To Motorist Death

A consultant reviewing the University of Cincinnati police department after a white officer's fatal shooting of a black motorist during a traffic stop says former police chief Jason Goodrich pushed aggressive use of traffic stops to look for guns and drugs. Goodrich told investigators he was unaware of the extent and motivation for the surge in traffic stops. Goodrich resigned last February. Samuel DuBose was shot and killed last year by Ray Tensing, who pulled him over for a missing front license plate. Tensing was fired and has pleaded not guilty to a murder charge.
