The University of Cincinnati's incident report involving the white officer who shot and killed a black man during a traffic stop last weekend said the officer was being dragged by the man's vehicle and had to fire his weapon. The school has also released the officer's call to dispatch after Sunday's shooting. The victim's family staged a protest yesterday outside of the Hamilton County Prosecutor's office. Relatives of 43-year-old Samuel Dubose want prosectuor Joe Deters to immediately release video of the incident capture on the body camera worn by officer Ray Tensing. Deters says he won't make the video public until his investigation is complete. Deters has not indicated whether race is being considered in the investigation. Dubose was black and Tensing is white. Tensing killed Dubose after pulling him over for driving a car with a missing front license plate. Police say Dubose had an open container of alcohol and admitted he did not have a driver's license. They say the two struggled over the car door and Tensing fired one shot as he dropped to the ground. The Dubose family says he was ill and could not have engaged in a physical confrontation with the officer. The Associated Press reports Tensing was complimented in a job evaluation for his handling of traffic stops. His annual evaluation rated him satisfactory overall and noted he was strong in the area of traffic and maintains control of situations in which he is involved. Tensing remains on paid leave. UC President Santa Ono says the school will consider joining the Cincinnati Collaborative Agreement that reformed the city's police operations.
