An arbitrator has ruled a State Highway Patrol trooper who was fired after failing to arrest a suspected drunken driver near I-71 in Delaware County last year must get his job back. 39-year-old Sean Carpenter must also be paid for part of the time he was off the job. Carpenter and two Delaware County Sheriff's deputies found 22-year-old Uriel Popoca in a median. Popoca understood little English and they took him to a mexican restaurant, joking that someone there would understand him. Popoca left shortly after being dropped off and was struck and killed by a passing driver. Deputies Derek Beggs and Christopher Hughes were fired and later convicted of criminal charges.
