Democratic gubernatorial candidate Ed FitzGerald told a Westerville audience yesterday he'll work to guarantee all Ohio 4-year-olds have access to public preschool by 2018 if he's elected.
His universal pre-kindergarten plan is the first major policy initiative of his campaign against Republican incumbent John Kasich. It would phase-in universal preschool over two years beginning in fall 2016. It would increase qualifications for teachers and reduce maximum class sizes from 28 to 20. The Kasich camp says FitzGerald has not come up with a plan to fund the proposal.
