Former Mount Sterling Mayor Charles Neff has been sentenced to a month in jail and three years' probation for theft in office. He must also pay nearly 10 thousand dollars  restitution. The state auditor's office says Neff approved payouts for employee sick time and vacation pay that were not earned. Neff also failed to credit 25 percent of village income tax revenue to the capital improvement fund as required. Neff was also convicted of falsification and dereliction of duty. Neff says he was manipulated by another administrator now imprisoned for stealing village funds.
