A Youngstown business, its owner and an employee have been indicted on charges of violating the Clean Water Act by repeatedly dumping fracking wastewater into a storm sewer in January.
Federal prosecutors say Hardrock Excavating, owner Ben Lupo and employee Michael Guesman dumped roughly 20-thousand gallons into a sewer that empties into the Mahoning River watershed. The state has revoked permits for Hardrock and D&L Energy.
