Franklin County has agreed to settle excessive use of force lawsuits filed by four former county jail inmates who were shocked with tasers.The nearly 62-thousand dollars in total payouts come on top of four other lawsuits settled in the past year totaling more than 126-thousand. The plaintiff's attorneys say they reviewed videotapes of prisoners being forcibly stripped in front of deputies of the opposite sex and shocked with tasers.
