Columbus, OH – In the past, when prison inmates, or people in mental hospitals or drug treatment programs have gotten violent and out of control, they've been subdued on the floor in a face-down position. Ohio Governor Ted Strickland has signed an executive order banning the practice. Statehouse correspondent Bill Cohen reports.
