Columbus, OH – Retired U.S. army general and former secretary of state Colin Powell formed the group America's Promise to combat the nation's high school dropout rate, which he calls a national catastrophe. The group is holding dropout prevention summits in areas with the worst graduation rates. One of those events takes place Friday and Saturday in Cleveland.
