Women will be allowed go topless at ComFest.
A federal judge has granted an injunction against the state liquor board. Organizers sought the injunction to block agents from using a regulation governing strip clubs to punish the festival and female attendees who chose to go topless in Goodale Park. The regulation forbids a liquor license holder from allowing employees or patrons to expose their breasts. Organizers say the city's non-exclusive festival permit means the park is open to the public, and they cannot ban otherwise law-abiding citizens from the grounds. Several years ago, city officials clarified public decency laws to say they do not prevent either gender from appearing in public topless.
