A federal district judge has ruled thousands of Ohio voters improperly removed from the rolls may cast provisional ballots this November. The ruling comes after the 6th U.S. Circuit Court of Appeals in Cincinnati last month ruled Republican Secretary of State Jon Husted's process for maintaining voter rolls violates federal law. Husted says he will comply with the ruling.
