Kasich Signs Rules For Health Navigators

Governor John Kasich  has signed a bill requiring training and certification for a new group of professionals who will guide consumers through new insurance markets. These so-called health navigators will help educate consumers and small businesses about the online marketplaces created by President Obama's health care law. Open enrollment starts Oct. 1.  Lt. Gov. Mary Taylor has expressed support for the rules. Taylor leads Ohio's insurance department. Consumer advocates have criticized the measure, saying it limits the number of navigators available to help people by tying the certification process to those funded by the health law. Ohio navigator applicants will share about $2.2 million in federal funds. Taylor says she doesn't anticipate the state would contribute additional dollars.
