A federal magistrate is recommending against a new trial for the former Toledo coin dealer and Republican party fundraiser at the center of an Ohio Bureau of Workers' Compensation investment scandal. The magistrate says Tom Noe failed to prove he was denied a fair trial. Noe was sentenced to 18 years in prison for stealing from a 50 million dollar rare-coin fund he oversaw for the Bureau. The scandal resulted in the conviction of former Ohio Governor Bob Taft on ethics charges for accepting gifts from Noe. Noe's attorney says he intends to appeal.
