Ohio State University has enrolled a record number of out-of-state and international freshmen this year,
besting target goals that were to be reached in 2015. More than 17-hundred freshmen are from out of state or
overseas, up 17 percent from last year. A growing number of American colleges have been turning to out-of-state students to make up for state cuts in funding. Ohio's population of high-school-age children has declined.
