Newark City Council last night approved a three-year contract agreement with the union representing 110 employees, most of whom work in the water department. The deal calls for pay increases of one percent next year and 1.5 percent in 2016. No increase in water rates are expected, but officials say there is no plan to pay for the pay hikes.
