A new director of the Franklin County Emergency Management Agency and Homeland Security Department has been named. Upper Arlington fire chief Jeff Young will take over on November 1 for Mike Pannell, who resigned last spring after county officials accused him of being intoxicated while on the job. Young, who is retiring from the fire chief's job, wrote the report that led Pannell to resign.
