Morrow County Prosecutors say they will not file charges against two Highland Elementary School Principals and a teacher accused of failing to report allegations of child sexual abuse.Shawn Winkelfoos, Debra Knechtly, and Karen Fowler were placed on administrative leave for allegedly failing to report the sexual abuse of a student. Prosecutors say there is confusion about the facts in the case and the alleged perpetrator is a minor.
