Opponents of the City of Cincinnati's plan to lease its parking operations have begun collecting petition signatures to get a referendum on the November ballot.
An anti-tax group supporting the petition drive says city officials need to make structural changes to the municipal budget instead. A judge last week blocked the plan from taking effect, saying City Council improperly included language in the deal preventing a citizen referendum.
