State Issue 5 - Part 1

Columbus, OH – Ohioans are now voting on a plan to slap new limits on those short term loans, called "payday loans." It's state issue 5 on the statewide ballot. Anti-poverty activists and others are backing the measure. But the owners of payday loan stores want voters to reject it. Today, statehouse correspondent Bill Cohen begins a two-part series on state issue 5. It begins with some history.
