Ohio Department of Transportation officials will spend eight-million-dollars to study the impact on minority and low-income workers of charging tolls on a new Brent Spence Bridge over the Ohio River in Cincinnati. At issue is whether tolls will hurt workers who can least afford them or will increase traffic on alternate routes across the river.
