The Ohio Supreme Court has rejected an appeal seeking 368 million dollars in refunds for customers of Columbus-based American Electric Power. The justices say the Ohio Consumers' Counsel and Industrial Energy Users-Ohio failed to show the Public Utilities Commission erred in denying the refunds in October of 2011. AEP and its operating companies collected the money from April 2009 to May 2011 to help cover risks associated with being a "provider of last resort."
