A Columbus man arrested in Oklahoma in February man has been indicted in a 1997 rape at Beatty Park after new DNA testing helped identify him. 45-year-old Joseph Carter faces rape and kidnapping charges. Investigators submitted evidence from the victim's sexual assault kit for testing and the DNA matched Carter. Arraigned is scheduled for Monday.
