A second proposed ballot effort seeking to legalize marijuana in Ohio has emerged. Representatives of a group called Ohioans to End Prohibition plan to pursue a 2016 ballot initiative legalizing medicinal and recreational use. The proposal differs from one from a different group by allowing individuals to grow marijuana at home for personal use. OTEP spokesperson Jacob Wagner says retail sales would be regulated and taxed, and those with authorized medical conditions could get a patient ID card for buying marijuana tax-free.
An earlier proposal from a group called ResponsibleOhio would establish 10 authorized growing locations. It gives local communities the power to approve or deny future retail locations. 23 other states and the District of Columbia have voted to legalize marijuana.
