The U.S. Navy says two senior leaders face involuntary manslaughter and dereliction-of-duty charges in the drowning deaths of two divers, including one from Ohio, at the Aberdeen Proving Ground near Baltimore in February.
Funeral arrangements are pending for a U.S. Navy sailor from Noble County who died during a diving accident.
