A federal district judge has dismissed a Franklin County jail inmate's claims that guards used excessive force when shocking him with a taser at the jail and  later at a hospital.

Franklin County has agreed to settle excessive use of force lawsuits filed by four former county jail inmates who were shocked with tasers.

Franklin County Sheriff's deputies say a county jail inmate is hospitalized after hanging himself in his cell last week.
